Yes, if your dump truck has a GVWR over 10,001 lbs — which covers virtually every commercial dump truck. The California Motor Carrier Permit is issued by CHP and requires proof of insurance filed directly with CHP (a CA-17 form or electronic equivalent). You also need a USDOT number if you operate in interstate commerce or cross state lines. The MCP triggers biennial BIT (Basic Inspection of Terminal) inspections as well.
